Who Can Register to Vote
A
person may become a registered voter only if that person:
1. Is at least 18 years of age;
2. Is a citizen of the United States
3. Is a legal resident of the State of Florida;
4. Is a legal resident of the county in which that person
seeks to be registered; and
5. Registers pursuant to the Florida Election Code.
A person who is otherwise qualified may
pre-register on or after that person’s 17th birthday and may vote in
any election occurring on or after that person’s 18th birthday.
NOTE: The following persons, who might be
otherwise qualified, are not entitled to register or vote:
a. A
person who has been adjudicated mentally incapacitated with respect
to voting in this or any other state and who has not had his or her
right to vote restored pursuant to law.
b. A person who has been convicted of any felony by any
court of record and who has not had his or her right to vote
restored pursuant to law.
6. A person who is not
registered may not vote.

Where/How to Register to Vote
Voter registration applications in English
and Spanish may be obtained at a variety of locations including:
- Volusia County Supervisor
of Elections office

Volusia County public libraries
- Drivers license bureaus
- City
Hall offices

Chambers of Commerce
- Agencies that provide public assistance
- Offices that serve persons with disabilities
- Centers for independent living
- Volusia County Tag & Title, Veterans
Services, Human Services, Property Appraiser, and many other
County of Volusia offices
- Locations where hunting,
fishing or trapping licenses or permits are sold
To have a voter registration
application mailed, you may
e-mail
or call the Volusia County Department of Elections office between
8 a.m. and 5 p.m. Monday through Friday. The telephone numbers are:
(386) 736-5930 (West Volusia); (386) 254-4690 (Daytona Beach), (386)
423-3311 (New Smyrna Beach) or 574-0598 x 5930 (Osteen area).
Once you have completed the
voter registration application, mail it to the Volusia County
Department of Elections at 125 West New York Avenue, DeLand, FL
32720-5415. You may also drop off your application at any public
library in Volusia County or any Supervisor of Elections office
within the State of Florida.
After it has been determined by the State of
Florida that your application meets the requirements in Florida law,
a voter information card will be mailed to you.
If this is a new registration application, the date the completed
application is postmarked or hand delivered to a driver’s license
office, a voter registration agency, an armed forces recruitment
office, the Division of Elections, or any Supervisor of Elections
office in the State will be your registration date. If this is a new
Florida application, you must be registered at least 29 days before
you can vote in an election. If your application is complete and you
are qualified as a voter, a voter information card will be mailed to
you.
When completing the
application, pay extra attention to the shaded boxes marked as
REQUIRED. These are fields in the application that must be completed
for the registration to be valid. The boxes not shaded or marked as
required are optional but please complete as much information on the
application as possible.
Florida is a closed primary
state. If you wish to register to vote in a partisan primary
election, you must be a registered voter in the party for which the
primary is being held. All registered voters, regardless of party
affiliation, can vote on issues and non-partisan candidates.
Please Note the Following:

Your Social Security
number, your Florida driver’s license number or your Florida
identification card number that is provided on your voter
registration application will remain confidential and will be
used only for voter registration purposes.

If the information
provided on this application is not true, the applicant can be
convicted of a felony of the third degree and fined up to $5,000
and/or imprisoned for up to five years.
Special Identification Requirements
If you are registering by mail, you have never voted in
Florida, and you have not been issued a Florida driver’s license,
Florida identification card, or Social Security number, you will be
required to provide additional identification prior to voting the
first time. To ensure that you will not have problems when you go to
vote, you should provide a copy of the required identification
listed below at the time you mail your voter registration
application.
You may provide one of the
following that includes your name and picture:
- United States Passport
- Employee badge or ID
- Buyer's Club
identification
- Debit or Credit Cards (w/photo)
- Military Identification
- Student Identification
- Retirement Center Identification
- Neighborhood Association Identification
- Public Assistance Identification
You may also provide a copy
of one of the following documents that contains your name and
current residence address:
- Utility bill.
- Bank statement.
- Government check.
- Paycheck.
- Other government document (excluding voter information
card).
Registration Deadlines
According to
Florida Statute residents must be registered to vote at least 29
days before an election to be eligible to vote in that election.

At public libraries, applications will be accepted and delivered to
the Volusia County Elections office. In this case, applications must
be turned in at the library at least 29 days before an election to
vote in that election.

This multi-purpose form can be printed, completed and mailed to the
Volusia County Department of Elections, 125 W. New York Avenue,
DeLand, FL 32720-5415. You may use this application to:

Register to vote in the State of Florida

Change your party
Political party affiliation changes must be done 29 days before
an election. Please be advised that party changes cannot be made
to your registration record during the period beginning 29 days
prior to a primary election. Applications for party changes will
be accepted but only for the purpose of subsequent elections.

Change your address--In-county
address changes can be done by phone, fax, mail, e-mail or in
person. When making this change, the voter needs
to provide name, date of birth, former residential address and
new residential address.
Out-of-county address changes must be done by completing a voter registration
application.

This would be used in the event that a voter's signature has
drastically changed.
